The Director of Human Resources approves the employment and fixes the compensation for each substitute staff
member.
A. Procedures Leading to Appointment
1. Screening of Substitute for Certified Staff: The Director of Human Resources is responsible for
maintaining a list of qualified substitutes for all teaching and related positions.
Interested persons are to complete an application form and return it to the Director of Human
Resources.
a. The investigation and interview procedures described in AG 3120A will be used, as
applicable to the position. Each substitute will be required to undergo a criminal history
b. Upon approval of the Director of Human Resources, substitutes' names will be placed on the
official substitute list.
2. Screening of Substitutes for Non-certified Staff:
a. All applications for substitute positions shall be made through the Director of Human
Resources.
b. Each applicant should show evidence of the knowledge, ability, and skills necessary to carry on the work in the area in which substitute employment is sought.
c. Screening tests may be used to determine the candidate's ability to perform the tasks for which
s/he is being considered.
d. Recommendations from former employers and others may be requested. Such records shall be
retained confidentially and for official use only.
e. Employment background checks of any applicant may be made.
B. In-school Procedures
Each principal is to develop procedures which ensure each substitute has completed necessary forms;
received appropriate instructions, plans, and other resources needed to function properly in the position and
the building; and been observed early and regularly in the performance of his/her responsibilities.
C. Long-Term Substitutes
A person will be considered a long-term substitute if s/he is appropriately certified and the staff member for
whom s/he has been hired to replace has a leave which extends for more than twenty (20) consecutive
school days. The long-term substitute position will be terminated by the end of the school year.
